I think before you approach him you should first assess his economical situation. Is he in debt, student loans, car payment? Could he be saving for a goal such as: owning a car, a home or taking a vacation? If you answered yes to any of these then that could explain why he is so stingy.
Now let say these are genuinely not the case and he is just an extreme cheapskate then you need to assess if you are willing to stay with him long term or not? My friend dated a guy who could justify buying expensive gaming thing but would always split the bill and gave her sh*t gifts. So also assess whether hes only cheap with you. If this is his personality you kinda have to take it or leave it, if not then maybe he doesnt see your worth.
